The 14th St. Pilot Block G.R.O.W. San Diego (Greener Rights‐of‐Way) is a project that began with CCDC’s “Downtown Public Open Space Implementation Plan” 11/2011. The plan was partially completed due to the dissolution. The Plan calls for an innovative urban park system including a four‐mile (10 acre) park created within the public rights‐ of‐way of six intersecting streets. The six streets carry low volume traffic and connect all nine neighborhoods to the destinations in and around downtown. The Plan calls this system “Promenades”, building on the Martin Luther King Promenade – this grant application has taken to the term Green Rights‐of‐Way to further distinguish them within the competition for State funding.
